Do colleges need to keep depressed students on campus?

Like the demand that colleges adjudicate sexual-assault cases, this mandate makes the burden of operating a university all the more difficult.  Are colleges to be courts and clinics, too?  This mission creep, mandated by the federal bureaucracy in its infinite wisdom, should be of concern to all who work in higher ed.
